Job Description:

This acquisition will directly support the enforcement of the tariff actions and affiliated exclusion program.  To analyze and make tariff exclusion decisions, the agency requires staffing support that is not currently available at the agency.  The agency’s objective is to fairly and efficiently analyze each exclusion request filed to determine if the request should be granted or denied.
 

  • The contractor has the following minimum requirement for this contract in support of the Interagency Center on Trade Implementation, Monitoring, and Enforcement (ICTIME).
  • As a Data Scientist, develop and execute algorithms and statistical predictive models.
  • Determine analytical approach and model techniques to evaluate outcomes.
  • Apply analytical rigor and statistical methods to analyze data using statistical techniques and mathematical analyses.
  • Apply Operations Research methodologies to optimize Pitney Bowes’ parcel shipping network.
  • Use the analytic delivery model with industry methodologies and tools. Solve business problems to investigate and detect problems and recommend solutions.
  • Collaborate with stakeholders on technology and business solutions.
  • Develop advanced analytics to identify opportunities, and optimize performance.

Required Education, Experience, & Skills:
 
  • Data Scientists should have a minimum of 5 years of experience.
  • Data Scientists must be able to research, identify, prepare reports, organize, and analyze applicable global trade data including leveraging USTR-procured data sources and subscriptions in support of the Interagency Center on Trade Implementation, Monitoring, and Enforcement.
  • Perform analysis by utilizing relevant tools (e.g., SQL, R, Python).
  • Using comprehensive technical knowledge, use custom data infrastructure or existing data models.
  • Own the process of gathering, extracting, and compiling data across sources via relevant tools (e.g., SQL, R, Python).
  • Format, re-structure, and validate data to ensure quality.
  • Report Key Performance Indicators (KPIs) to support business reviews with cross-functional/organizational leadership team.
  • Provide analytical insights and recommendations to influence product feature development decisions, and with some guidance.
